Biographical Note
Charles Howard Carter was born in Baker, Oregon on April 3, 1927. He was Professor of History at Tulane University and a noted specialist on Spanish and European diplomacy in the sixteenth and early seventeenth centuries. Carter studied at Columbia University where he was a student of Garrett Mattingly. From Columbia, Carter received the B.S. degree in 1957, followed by the M.A. in 1958, and the Ph.D. in 1961. Carter taught at Long Island University and the University of Oregon before beginning a distinguished teaching and writing career at Tulane University, 1963-1990. At Tulane, he served as chairman of the History Department, 1975-1978, and he was a member of several historical societies including the American Historical Society and the English Historical Society.
Carter contributed many articles to historical journals, but he is best known for two important monographs; The Secret Diplomacy of the Habsburgs (1964) and The Western European Powers, 1500-1700 (1971). Both volumes are valuable guides to the politics and diplomacy of the period, but the second title also serves as a manual for discovering the various types of sources, collections, and repositories that can be useful in the study of early modern diplomatic history.
In 1971, Carter began a project to acquire a microfilm collection of European documents to be used for his own research as well as that of other seventeenth-century scholars. The collection when completed would describe and authenticate the diplomatic and domestic history of the period (1590-1635) and the scope of international relations affecting Spain, England, France, and the Spanish Netherlands. Correspondence between the courts, dispatches of the ambassadors, and minutes of state meetings were copied and filmed to eventually total nearly 480 reels of microfilm. The manuscripts selected by Professor Carter to be filmed were from the collections of the British Library and Public Record Office in London, Brussels' Archives G‚n‚rales du Royaume, the Biblioth‚que Nationale (Paris), and the Biblioteca Nacional and the Archivo General de Simancas in Spain. Carter's collection was invaluable to his research which eventually formed the basis of his many writings on early modern European history. the relationship between James I and the Spanish ambassador, Diego Sarmiento de Acu¤a, Count of Gondomar based on the diplomatic correspondence and related documents exchanged between the two courts. His interest in the king and the ambassador was a continuing one since the two had been the subjects of his master's thesis in 1958. Now he planned a background study of the Anglo- Spanish relations of the period that would be more intensive and supported by the use of correspondence and official documents retrieved from his carefully selected collection of microfilm. Charles Howard Carter died March 24, 1990 before the completion of his work on James I and Gondomar.
Scope and Content Note
The collection of historian, Charles Howard Carter, consists of research files, writings, bibliographic references to his microfilm collection, and a large selection of photocopied documents also from the micofilm collection. The material was most likely collected during the period, 1960-1990 and supported Carter's research for his many scholarly articles and monographs. The papers do not represent Carter's teaching career or his personal life. The collection has been artificially arranged into three series - Series 1: Research; Series 2: Writings; Series 3: Photocopies of Microfilm.
The largest part of the collection is filed in Series 1, and it is the research for Professor Carter's special interest in the diplomatic relations of European nations during the reign of James I, King of England (1556-1625). Most of the items in this series recall events, 1613-1619, and establish Carter's meticulous investigations for his proposed work on James I and the Spanish ambassador, Diego Sarmiento de Acu¤a, Count of Gondomar (1567- 1626). Carter's subject headings have been retained where possible, and in the files are Carter's notes and photocopies of documents. The documents are written in Spanish, English, and a few in Portguese. Also in Series 1 is a small amount of material that forms a modified bibliography to the Carter collection of microfilm. (The microfilm is cataloged separately as the Charles H. Carter Collection in Diplomatic History, Microfilm). The bibliography covers only a small segment of the microfilm collection and lists a manuscript number, repository, and a single sentence description of the contents of the document.
In Series 2: Writings are examples of Carter's published writings, 1963-1984. Included are typescripts and offprints of journal articles and galley sheets from his major monographs. The writings are mostly concerned with Anglo-Spanish relations in the early 17th century and further demonstrate Professor Carter's specialization in this period. Carter Collection in Diplomatic History, Microfilm. Documents include manuscripts from the British Museum and papers from Simancas. It should be noted that not all of the documents are copied, and it may be expedient to refer only to the microfilm collection.

The microfilm collection assembled by Professor Carter from European libraries and repositories includes complete runs of historical and diplomatic documents exchanged, 1510-1654, between the courts and councils of Spain, France, England, and the Spanish Netherlands. The collection is titled The Charles H. Carter Collection in Diplomatic History, Microfilm and has been cataloged separately and is available in the Audio-Visual Department, Milton S. Eisenhower Library. A catalog with the same title is available in Special Collections and provides a listing of the sequence of microfilm.

Series Description
Series 1: Research 1960-1990 7.5 Records Center Boxes Arranged topically
Series 1 forms the largest part of the collection and contains Professor Carter's files for his research in early modern European history, particularly during the first decades of the seventeenth century. The material is filed in Boxes 1 to 8 and is arranged topically. Where possible, Carter's original filing order has been kept in tact. Some files were specific to a certain topic: for example, in Boxes 2, 3, and 4 are files which had been given a "G" heading. Apparently, all of these files were intended as part of Carter's proposed work on the relationship between James I and the Spanish ambassador, Diego Sarmiento de Acu¤a, Count of Gondomar. The files are retained within Series I as "Gondomar Research." In Boxes 1 and 2 are files specific to Carter's published volume, Western European Powers, 1500-1700. Another large segment of Series I is composed of photocopies of Consultas (minutes of Council of State meetings) acquired from the Archivo General de Simancas in Madrid. The Consultas have been arranged chronologically, 1610-1619.
The individual files contain Carter's holographic notes, and in most of the files there is a photocopy of a document (from The Charles H. Carter Collection in Diplomatic History) pertinent to the subject of the file. The documents are mostly written in Spanish, a few in English and Portugese. It is possible to see the way in which Carter used the microfilm collection to verify his research and to assemble details of the period. It is Carter's inclusion of the photocopied documents specific to events and persons that make this series valuable. (It should be noted that it is not possible to retrieve photocopied documents by Ms. numbers in this series. Here, Carter's topical headings are used on the individual folders.)
Carter's files include extensive research on ambassadors, nobles, and prelates in both England and Spain. Well represented in the series (aside from James I and Gondomar) is the English ambassador to Madrid, John Digby (1580-1653). Other items in Series 1 are photocopied catalogs, bibliographies, and genealogical sources for study of the social and political history of seventeenth-century Europe.
Series 1 is completed with a modified bibliography prepared by Professor Carter to correspond to the collection of manuscripts on microfilm. This small group of files is found in Box 8. Carter listed the documents by repository and Ms. number followed by a brief description of the contents of the document. The bibliography is not complete for the entire microfilm collection. Some manuscripts from the British Museum, the Bibliotheque Nationale (Paris), and the Archivo General de Simancas (Madrid) are listed.

In Series 2, filed in Box 8 to Box 11, are examples of Professor Carter's published writings in the form of off prints, typescript and galley sheets. Included are copies of Carter's articles in historical journals, 1963 to 1984, dealing largely with subjects in the field of early modern European history. Of interest is Carter's bibliography to the history of the period which may not have been published and articles from 1963 and 1984 dealing with Gondomar and James I. The final items in the Series are galley sheets from two of Carter's monographs: The Secret Diplomacy of the Habsburgs (1964) and From the Renaissance to the Counter- Reformation (1965).

Series 3: Photocopies of Microfilm is a large series filed into 36 flat boxes, Numbered A-S and 1-14. The series includes photocopies of documents (10"x14") copied from documents in The Charles H. Carter Collection in Diplomatic History, Microfilm. Large runs of documents have been copied from the British Museum (in Boxes A-S) and the Spanish Simancas (in Boxes 1-14). The photocopies are filed by the document number assigned by the owning repositories.
