Introduction
The records of the Office of the Senior Vice President for Administrative Services range in date from 1947-1986. This record group mainly contains files created by Robert C. Bowie and his assistant, Donald G. Bickert. Also represented are files of subordinate administrative officers, Robert J. Schuerholz and C. Norman Krueger. Many of the documents in this record group are concerned with University tax and budget matters as well as other business facets of non-academic university administration. There is a large section of files dealing with the administration of the Peabody Institute. Personnel records, records concerning the development and management of University owned properties, gifts and files on special projects also make up the records. The types of documents found are correspondence, memorandums, reports and other administrative records arranged in alphabetical subject files. The records appear to be complete and provide a view of University administration and the interconnection of the University's administrative offices. The records of the Office of the Senior Vice president for Administrative Systems are arranged into five subgroups: (1) Records of Robert C. Bowie, 1971-1986; (2) Records of Donald G. Bickert: 1947-1992; (3) Records of Robert J. Schuerholz, 1975-1983; (4) Records of C. Norman Krueger, 1975-1981; (5) Records of the Office of Administrative Services; and (6) Gifts of Securities Reports.

In 1977, Robert C. Bowie was selected to fill the newly created office of the Vice President for Finance and Management Systems. The purpose of this office was to coordinate non-academic services at Johns Hopkins University's Homewood Campus and as manage the campus's financial concerns. Robert C. Bowie served as Vice President for Finance and Management Systems from 1977 until 1980 when the position was renamed Vice President for Finance and Treasurer. Both offices had the same primary functions - overseeing and coordinating financial and administrative systems. In addition, personnel issues, budget concerns, real estate and endowments and gifts to the University were included in the responsibilities of these offices. On July 1, 1979, Robert Bowie re-organized his office, developing a structure which coordinated the University's financial and administrative offices and allowed him to oversee their operations. Bowie appointed Donald G. Bickert his Executive Assistant and promoted C. Norman Krueger to the newly created position of Executive Director for Business Management. R. Riggs Griffin was appointed Associate Treasurer and Director of Investments. Robert J. Schuerholz was named Executive Director of Administrative Services. In his new role, C. Norman Krueger was placed in control of Business Policy, Management Information Systems and the Controller. As Director of Administrative Services, Robert Schuerholz oversaw the offices of Accounting Services, Administrative Computing, Development Information Services, Personnel, Purchasing and Sponsored Projects. Other offices which fell under Bowie's supervision were Associate Treasurer and Director of Investments, Internal Audits and Plant Operations. The organizational structure of the office remained essentially the same, with occasional changes in personnel. In 1986, Bowie was appointed Senior Vice President for Administration. Again, the function of his office remained basically the same and he continued to work closely with Administrative Services, Business Management, Plant Operations, Treasurer, Controller and other non-academic offices. Robert Bowie held this office for one year. After his resignation, the position was vacant until 1988 when former University Treasurer, Eugene S. Sunshine, was appointed Senior Vice President for Administration. Sunshine remained in office until 1998 when he was succeeded by James T. McGill. John J. Lordan was appointed to the new position of Vice President of Business Affairs in 1988 and Donald Bickert went on to serve as Lordan's Executive Assistant. As of October, 1998, Lordan continues to hold this position. Series Description
Subgroup 1 contains the records of Robert C. Bowie in his roles as Controller, Vice President for Business Management , Vice President for Finance and Management Systems, Vice President for Finance and Treasurer and Sr. Vice President for Administration. The records range in date from 1971 to 1986 and deal with the management and finances of all aspects of University business. The records appear to be complete and are alphabetical subject files arranged as one subgroup. Materials within the files are arranged chronologically. Many of the documents in this record group are concerned with tax and budget matters as well as affirmative action, the Frederick Cancer Research Facility, the Garrett Coin Collection, the Chilled Water System and the donation of two marine vessels to the University. There is also a large group of files dealing with the administrative facets of the Peabody Institute, which includes information about the renovation of Shapiro House and a fine arts appraisal. In addition to this, the record group contains files on the development and management of various properties owned by the University, including Homewood House and the Evergreen House/Garrett Library.
Subgroup 2, 1947-1992, contains the records of Donald G. Bickert as Director of Business Services , Director of Administrative Services, Executive Assistant to the Vice President for Finance and Management Systems, Executive Assistant to the Vice President for Finance and Treasurer and Executive Assistant to the Vice President for Business Affairs. The records deal with all aspects of University business. Earlier records included in this group were transferred to the Office of the Senior Vice President for Administration when the Office of Homewood Divisions, where Bickert had worked, was dissolved in 1977. The subject files are arranged alphabetically and chronologically within the files. Documents in this subgroup pertain to Homewood campus services, buildings and grounds, the Purchasing office and construction and renovation projects. Another large group of documents is concerned with tax and budget maters as well as other legal and financial issues. Contained within are Records dealing with University-owned real estate, notably the James R. Herbert Boone estate and the two villas in Italy bequeathed to the university by Timothy Mather Spelman and Leolyn L.E. Spelman in 1971. Many of the materials relating to the Spelman bequest are written in French and Italian. In addition to real estate, the records deal with subjects of artwork, rare books and other valuable University property, especially the Garrett Coin Collection. The files also contain appraisals and inventories of property for the Evergreen House and Peabody Institute.
The third subgroup, 1979-1982 is comprised of the records of Robert J. Schuerholz in the roles of Plant Engineer, Executive Director of Administrative Services and Executive Director of Business Operations. The bulk of records in this subgroup are files created by Robert Schuerholz while he was Executive Director of Administrative Services. There is one file included that contains information on the use of energy by the University which dates back to 1975 when Schuerholz was campus Plant Manager. Documents dealing with energy grants, purchasing, personnel matters, Sponsored Projects, benefits, accounting, and Administrative Computer Operations make up the rest of this subgroup. The files consist of correspondence, reports and memoranda which are arranged in group by alphabetical subject file. Within files, items are arranged chronologically.
The fourth subgroup, 1975-1981, contains the records of C. Norman Krueger, Executive Director of Business Management. The records are arranged in one group and are primarily concerned with accounting, budgeting and daily financial management of the University. A note-worthy group of documents relating to compliance with the Federal Office of Management and Budget Circular A-21 are located in this subgroup. The files are made up of reports, correspondence and memoranda, arranged alphabetically according to subject. The contents of files are arranged chronologically.
The fifth subgroup contains general files from the Office of Administrative Services. These files were created from 1975 up to 1979. They contain reports, correspondence and memoranda arranged in one group as alphabetical subject files, the contents of which are files chronologically. The files include documents created by George S. Benton, Vice President for Homewood Divisions from March, 1972 until June, 1977. When the office was abolished, many of Benton's files were sent to the Office of the Vice President for Administrative Services and the Vice President for Finance and Management Systems. Also among the files are documents created by Donald S. Bickert and Richard A. Zdanis. Zdanis served as Vice President for Administrative Services from 1977 to 1979 until Robert J. Schuerholz was appointed Executive Director of Administrative Systems under Robert C. Bowie's reorganization. The files deal with general administrative matters, accounting, budgets, personnel, campus services, legal matters and purchasing.
This sixth subgroup, Gifts of Securities Reports, dates from 1971-1979. It contains records of gifts of securities to the university, arranged by date, and within each year, arranged alphabetically. The files in this record group were created before R. Riggs Griffith was appointed to the office of Associate Treasurer and Director of Investments in 1980 by Robert C. Bowie.
